Emergency Management Capabilities Assessment

For decades, clients have been partnering with DQE to develop Emergency Operations Plans and Annexes. Most facilities, regions, counties and states have plans that may have been added to and revised multiple times throughout the years. But, over time, circumstances evolve –  people change positions and facilities change business relationships and/or services. Applicable regulations, standards and terminology, and in some cases threats, all are moving targets. This is why DQE developed the Emergency Management Capabilities Assessment – to ensure your plan evolves too.

The establishment of National Planning Scenarios and the National Preparedness Priorities have steered the focus of homeland security toward a capabilities-based planning approach. Capabilities-based planning focuses on planning under uncertainty since the next danger or disaster can never be forecast with complete accuracy. Therefore, capabilities-based planning takes an all-hazards approach to preparedness, which builds organizational resiliency against a wide variety of incidents.

DQE’s EM Capability Assessment process helps healthcare facilities, systems, regional coalitions and States to get a clear picture of where they stand based upon established standards of emergency preparedness. As new relationships are formed in planning at the community and regional level, this Capabilities Assessment process helps find those opportunities to harmonize standard operational guidelines during times of emergency. It will also provide a logical path forward in planning, training and exercising based upon the discovery of areas where capabilities are not as strong or synchronized.


DQE’s EM Capabilities Assessment, aimed toward an all-hazards planning approach, has a structured methodology that includes comprehensive planning tools designed to lead a planning team through a structured process that starts with a template and ends with a highly functional and practical Emergency Operations Plan (EOP) that is facility specific and an Emergency Management Program (EMP) that supports and enhances the facility’s readiness capability. DQE’s Capabilities Assessment uses a structured participatory process and proprietary assessment tools that will reveal the current state of preparedness as measured against objective best-practice standards. This will be a collaborative process involving all the client stakeholders actively participating in the assessment process through onsite and remote communication.


The Emergency Management Capabilities Assessment includes:

  • Assessing the current state of preparedness against the most current national standards and guidelines including NIMS and ICS. As appropriate, Joint Commission, CMS, CDC and DHS specifications and guidance will be incorporated.
  • Evaluating current planning efforts and capabilities for consistency with the relevant hazard vulnerability assessment (HVA), community expectations and activities and promising practices.
  • Providing suggestions for improvements where opportunities for enhanced preparedness efforts and capacity are found.
  • Conducting onsite follow-up validation surveys at key organizations to verify the results of the written self-administered surveys. This activity will be performed by Subject Matter Experts (SMEs) that will participate in tours, staff member conversations and hands-on observations as appropriate.
  • Develop a clear view of the current level of preparedness, strengths, and capabilities within the contracted location.
  • DQE’s participation, if desired, in related meetings and/or forums to help understand established readiness objectives, discuss perceived strengths and weaknesses, and to obtain buy-in from stakeholders.
  • Delivering a formal, written report of findings and recommendations.
